ARTICLE 18

Section 1. The various regions where unemployment is a major problem shall make provisions for handling the welfare and unemployment grievances of members laid off from the workplaces either on a local, district or regional basis.

Section 2. The International Executive Board, upon recommendation of the Regional Board Member, may appropriate funds to assist Local Unions or districts where their finances are insufficient to defray necessary expenses of Local Unions or their district, provided the itemized expenses involved shall be submitted to the International Executive Board.
